HDTV is here in Siouxland and KELO is one station delivering a digital signal. We will tour the studios and talk about the equipment in use and future plans for digital television.

RESERVATIONS REQUIRED:
The tour is limited to 15 persons. Reservations will be taken on a first-come, first-served basis by e-mail only. The e-mail time-stamp will establish your priority. You will be notified by return e-mail whether or not there is room for you on the tour. Non-student members (including associate members and affiliates) will be given priority over students and non-IEEE members until 2:00 PM, Tuesday, November 4. At that time any remaining slots will be filled with student members. If any slots then remain open, they will be filled with non-IEEE members (including spouses) who have requested to participate. All persons interested, students or not, should e-mail a request for reservations promptly (do not wait for November 4) to establish priority.
Send your e-mail request for a reservation to Douglas De Boer at ddeboer@dordt.edu. You must include your real name, member number, and membership grade (member, student member, associate, etc.). If you are not a member, instead of member number and membership grade, mention that you will be a “guest.”
The reservations are for the tour in particular but also for the dinner so that we may know how much seating to reserve. You may participate in the tour only or the dinner only or both at your option. We will reserve a place for you at both the dinner and the tour unless you specify otherwise.
If you make a reservation and then cannot attend, kindly send an e-mail as early as possible to Douglas De Boer to cancel your reservation and make room for another person on the tour.
DIRECTIONS:
Sioux Falls Brewing Company is a restaurant with a microbrewery. It is located in downtown Sioux Falls at the corner of 5th Street and Phillips Avenue. (5th Street does not go through to Minnesota Avenue.) To get there from I-29, take 12th Street (Exit 79) East. As you approach downtown, 12th Street will bend North and then East again. After the bend you will be on 11th Street which is one-way traffic going East. Continue East on 11th Street to Phillips Avenue (three blocks East of Minnesota Avenue) then turn North (left) onto Phillips and go to 5th Street. To get there from East of Sioux Falls, take Highway 38 to Phillips Avenue, Then turn North (right) onto Phillips and go to 5th Street.

The following members are nominated by the current IEEE Siouxland Executive Committee for the offices listed below.
Jeff has served as Vice Chair since July of 2002. He organized the leadership development workshop held by our section in May of 2003 (see the May 2003 newsletter http://www.siouxland.org/SooSignal_may03.htm and photos at http://www.siouxland.org/leadership_development_workshop.htm) and has been active in the effort to revitalize our section. Jeff is also an engineer at Interstates Control Systems in Sioux Center, Iowa.
Steve has served as Newsletter Editor/Webmaster since July of 2002. Prior to that he has been our Webmaster since the inception of the web site in 1996. Steve has also been active in the revitalization effort for our section and has attended "Sections Congress" on behalf of the Siouxland Section. Steve also is a computer scientist at Missouri River Energy Services in Sioux Falls, South Dakota.
Bob is a professor in the Electrical Engineering Department at South Dakota State University (SDSU) at Brookings. He will be taking over from our current Secretary/Treasurer, Steve Hietpas, who is also with SDSU.
Brian is an engineer at Sencore in Sioux Falls.
Josh is a consulting engineer at Premier Engineering in Sioux City, Iowa.
All members of the section are encouraged to nominate other interested persons (or themselves) to the above offices. If you wish to do so, please communicate your intent immediately to the section Chair, Douglas De Boer. He will provide you with further particulars regarding the nomination process to assure that you meet the November 14 deadline. The process is easy--we welcome volunteers! A valid nomination must be signed by three members of the IEEE Siouxland Section who have membership grades of "Member" or higher (Life Member, Senior Member, etc.) You may contact the Chair by e-mail at ddeboer@dordt.edu or by telephone at 712-722-6245. Nominations must be completed by November 14.
If no nominations are made in addition to the persons listed above, there will be no election and the persons nominated above will be considered elected by acclamation of the membership. They will take office for a term of one year starting January 1, 2004. If you are interested, further details of the nomination and election process and the duties of the officers are formally described in the Bylaws which were published in the September Newsletter. Other Section News
The proposed bylaws revision has passed initial readings by Vicki Waldman, the IEEE Section/Chapter Support Supervisor, and Burton Loupee, the current Region 4 Director, and will go to the RAB (Regional Activities Board) meeting with their recommendations. No revisions have been suggested, so far. The proposed bylaws, and the rationale for the changes, were published in the September Siouxland Signal, which can be found on the Section’s web site at http://www.siouxland.org/SooSignal_sep03.htm.
Our Section Chair, Doug DeBoer, will be attending the RAB meeting that will be held in Chicago on October 18th and 19th, and will be making a presentation to RAB about our Section and some of the issues that we face. A copy of his presentation is available on the Section’s web site at http://www.siouxland.org/newsletts.htm.

Article 03-0001: Student Branch Grants. The student branch chairs presented their budgets. Moved, Seconded, and Carried (MSC) that each student branch should receive a grant of $200 in the fall of 2003 and again in the fall of 2004. In addition, in each academic year the student branches shall be given a subsidy of $10.00 per person toward the expenses of a jointly (between the two student branches) conducted tour.
Article 03-0002: Budget. The following budget was approved for the 2004 fiscal (and calendar) year.

Article 03-0003 Bylaws Revision. De Boer presented the proposed new bylaws with special emphasis on the new officer nomination process. MSC that the Siouxland Section should submit the proposed new bylaws (as published in the September newsletter) to the Region for their approval.
Article 03-0004: Nominations for New Officers. De Boer summarized the current situation. A nominee for Vice Chair is still being sought.
Article 03-0005: Regular Meeting Plans for the Remainder of 2003. The ExComm discussed plans for two more regular meetings or one more regular meeting and another ExComm meeting. De Boer will continue working on these plans.
Article 03-0006: Introductions. Each person present introduced themselves.
Article 03-0007: Adjournment. Meeting started at 4:45, adjourned at 5:30.
