DIRECTIONS: From I-29 to the Restaurant: In Brookings take the 6th Street exit off I-29 and head West into town. Go about one-half mile. The Steak and Buffet restaurant is on the right (next to Burger King).

From the Restaurant to MTR: Take 6th Street East across the interstate. Turn right at the industrial park access road. MTR is on the right, just past Daktronics.

MTR stands for "Materials Technology Research." It is a high technology electronics materials, devices and packaging contract manufacturing company for the aerospace industry and others.

    CHAIRPERSON’S COMMENTS

    The meeting announced on the front page is a tour we have not had before and should be very interesting. The plans for the next two meetings are a distinguished lecturer, Mr. Jim Watson, on Mar. 20, 1997 at the Marina Inn, Sioux City and the annual awards banquet on Apr. 15, 1997 in Brookings. These are all confirmed meetings and it is my hope that you can fit any one or all of these activities into your schedule.

    Some exciting things going on in the Section right now are:

    1. Pending annexation of Clark, Codington, Hamlin, Grant and Deuel counties to our Siouxland Section. A letter will be sent out shortly informing the IEEE members in these counties of the annexation plans and asking them for their input.

    2. Revision of the Section’s bylaws, which are shown in this newsletter. If you have any questions, concerns or suggestions please let me know.

    3. Siouxland Section’s Home Page. Yes, the Section has it’s very own home page. It is already up and running with a temporary URL and being filled with all sorts of interesting information, but we are still waiting for the official Siouxland Home Page site name. As soon as the name is obtained this name will be published in the newsletter, or you can call any of the officers on the Executive Committee for information. The Section extends it’s thanks to Mr. Steve Wolterstorff of MBMPA for all his help in setting up the Section Home Page. He’s doing an outstanding job.

    4. The Section’s finances were checked and approved on Jan. 21, 1997. The Section’s rebate application and meeting and officer forms were also sent in. According to the data tabulated, the Section will be receiving a nice rebate. I will give a report at the Feb. 20, 1997 meeting, or you can call me if you would like to know.

    5. As you can see from the awards and nominations advertisements in this newsletter, Madeleine Andrawis and Dave Nuese have begun the search for nominations for Siouxland Section Engineer and Student Engineer of the year and for nominations for the Executive Committee.

    Pertaining to the awards please help Madeleine by giving her a call, a letter, an e-mail or a visit and nominate someone for these awards. It should be easy to find someone in the Section who is worthy of an award.

    Pertaining to the executive committee nominations please do the same by calling, writing, e-mailing or visiting Dave Nuese and give him several nominations for the executive committee. It would be so nice to have more than one nomination for each position. If you want to make a difference in the way the section operates please take the challenge and ask someone to nominate you or nominate someone you know will make a difference and would like to serve you the member.

  • CALL FOR SECTION AWARDS NOMINATIONS

    It's time to be thinking about nominations for Siouxland Section Awards. Each year three Outstanding Engineer awards are considered, one for a non-student member of the Siouxland section of the IEEE, one for a student member from Dordt College and one for a student member from South Dakota State University. The minimum requirement for an award is membership in good standing in the IEEE. The award criteria are educational and collegiate achievements 5%; IEEE activities 25%; other professional/technical activities 15%; civil and humanitarian activities 15%; continuing competence 15%; engineering achievements 25%; and professional registration 5%.     Are you eager to try a new URL? Ready for some hypertext? Mr. Steve Wolterstorff at the Missouri Basin Municipal Power Association has set up a world wide web sight for our Siouxland Section. As of the writing of this newsletter, the URL in the headline above was not yet registered. Until then, http://148.142.157.200/ieee/ will get your to our home page. Give it a try.     MARCH AND APRIL MEETINGS

    On Thursday evening, March 20, we well meet in the Sioux City area at the Marina Inn. Our speaker will be Mr. Jim Watson, founder of Watson Associates which provides consulting services in communication skills. The title of his presentation will be "The Secret of Success." Mr. Watson has many years of experience in the electric utility industry. He is a graduate of Purdue University, and also of the University of Michigan’s Public Utility Executive Program. He is a Senior Member of the IEEE.

    Later, on the evening of April 15 we will meet at South Dakota State University in a joint meeting with the SDSU Student Branch and their Eta Kappa Nu honorary society. Students may also attend the Student Professional Awareness Conference (SPAC) held that same day. The banquet speech will be the final event of the SPAC. (Note: The date of this meeting has been changed after publication to April 22 because a large enough room couldn't be found.)

    * Each Student Branch may receive up to $500.00 but the total given to both sections will not exceed $600.00. The amounts awarded are based on proposals submitted by the students.

    **The financial year is from July 1 to June 30. The above report represents the interval from July 1, 1996 through January 21, 1997.


    NEW SECTION BYLAWS

    A goal of the Executive Officers of the Siouxland Section is to make new bylaws official by May of 1997. These new bylaws are requested by headquarters to bring our bylaws up-to-date with the way our section is actually being run. The draft text of the new bylaws completely contain all the information in the old bylaws plus a number of new sections. As you read these bylaws you will see references at the end of each section. These references refer back to the old bylaws. For copies of the old bylaws please contact Jayme Huber. The list of zip codes and map of our territory mentioned in Article 1, Section 2, are not included in this newsletter.

    In all instances, the IEEE Bylaws, Constitution and Policy and Procedures will prevail if there is a conflict between these documents and the Section Bylaws.

     

    ARTICLE I - Name and Territory

     Section 1
    This organization shall be known as the Siouxland Section of the Institute of Electrical and Electronics, Inc. (Art.I,Sec.1)

     Section 2
    The territory of the Siouxland Section, as approved by the Regional Activities Board, shall consist of the zip/postal codes listed in table (1 page 6). Figure 1 (page 7) illustrates the Siouxland section geographic territory. (Art.I,Sec.2) [editors note: the list and map are not included in this draft copy.]

      

    ARTICLE II - BYLAWS 

    Section 1
    These bylaws are based on the IEEE Bylaws for Sections, Article 404.5 of the IEEE Bylaws. (Art.II,Sec.1)

      

    ARTICLE III - Officers 

    Section 1
    The elected officers of the Siouxland Section shall be Chairperson, Vice Chairperson & Secretary/Treasurer. (Art.III,Sec.1)

     Section 2
    The terms of office of the elected officers shall be normally one year but will not exceed three years. (Art.III,Sec.3)

     Section 3
    Terms of office will begin on July 1st, but, in any case, the outgoing officers will continue until their successors are duly elected and take office. (Art.III,Sec.3)

     Section 4
    Any vacancy occurring during the year shall be filled by a majority vote of the Section Executive Committee. (Art.III,Sec.9)

     Section 5
    The duties of the elected officers will be available from the Regional Activities Department in ROOT, hard copy and the IEEE Bylaws.

      

    ARTICLE IV - Standing Committees 

    Section 1
    The Standing Committees of the Section will be as follows: (Art.III,Sec.7)

    1. Professional Activities
    2. Educational Activities
    3. Student Activities
    4. Membership Activities
    5. Newsletter Editor
    6. Section Awards

     Section 2
    The Chairperson of each Standing Committee will be nominated/appointed by the Section. If there is more than one nominee for the Chairperson of a Standing Committee the Section will vote by voice or, if in doubt of the voice vote decision, by ballot. A tie will require an additional vote. The nominee voted in by the Section will become the appointed Chairperson. If there is only one nomination that nominee will become the appointed Chairperson. Each particular Standing Committee Chairperson’s term will normally be one year, commencing July 1, but in any case shall continue until their successors are duly elected and take office. The consecutive period of service in any one office shall not exceed three years.(Art. III, Sec.7)

     Section 3
    Each Committee Chairperson will appoint his/her Committee members, with the approval of the Section Executive Committee. The normal term of office will be one year, commencing July 1, but in any case shall continue until their successors are duly elected and take office. The consecutive period of service in any one office shall not exceed three years. (Art.III,Sec.7)

     Section 4
    Duties of the Standing Committees will be available from the Regional Activities Department in ROOT, hard copy and the IEEE Bylaws.

     
    ARTICLE V - Management
     

    Section 1
    The management of the Section shall be by the Section Executive Committee which shall consist of the elected officers, the Past Section Chairperson and the following: (Art.III,Sec.2) 

    1. Professional Activities Chairperson
    2. Educational Activities Chairperson
    3. Student Activities Chairperson
    4. Membership Activities Chairperson
    5. Newsletter Editor Chairperson
    6. Section Awards Chairperson
    7. Power Engineering Chapter Chairperson
    8. SDSU and Dordt Student Section Chairpersons
    9. SDSU and Dordt Student Section Advisors

     Section 2
    A majority of the Section Executive Committee shall constitute a quorum. A quorum is necessary to conduct Section business. In the instance of one person holding two positions on the Executive Committee that person will count as one and will be allowed only one vote, hence the amount needed for a quorum will be determined with this rule in mind. (Art.III,Sec.10)

     Section 3
    The fiscal year of the Section shall be July 1- June 30.

    Section 4
    The Past Chairman shall act as an executive committee advisor, and shall be Chairman of the Section Auditing Committee. (Art. III,Sec.8)

     

     ARTICLE VI - Nomination and Election of Officers 

    Section 1
    A Nominating Committee consisting of three members, not then officers of the Section, shall be appointed by the Section Chairperson with the approval of the Section Executive Committee. (Art.V,Sec.1)

     Section 2
    The Nominating Committee shall select nominees for the following Executive Committee positions: 

    1. Chairperson
    2. Vice Chairperson
    3. Secretary/Treasurer
    4. Professional Activities Chairperson
    5. Educational Activities Chairperson
    6. Student Activities Chairperson
    7. Membership Activities Chairperson
    8. Newsletter Editor Chairperson
    9. Section Awards Chairperson
    10. Power Engineering Chapter Chairperson

     The Nominating Committee will also determining each nominee is willing to so serve if elected.

     Section 3
    The Nominating Committee selection shall be guided by the following:

     a. The nominee for Chairperson shall preferably be the Vice Chairperson.
    b. The nominee for Vice Chairperson shall preferably be the Secretary/Treasurer. 

    The nominations of the Nominating Committee will be announced to the Section membership and, following this, a minimum of 28 days allowed for additional nominations by petition. To be valid, the petition must be signed by 10 or more voting members or 2% of the Section membership, whichever is fewer. (Art.V,Sec.3,4,5)

    Section 4
    If only one nomination is made for each office that nominee will automatically assume the office. If additional nominations are made, election will be by voice vote or, if in doubt of the voice vote decision, by ballot. A tie will require an additional vote. (Art.V,Sec.1,5)

     Section 5
    The timetable for this procedure is as follows: (Art.V,Sec.1,4)

    Appointment of Nominating Committee: February 1
    Announcement of Nominations: May Newsletter
    Close Nominations by Petition: 10 days prior to the May meeting
    Hold Election: Scheduled May Meeting
    If requested, a ballot shall be mailed prior to.

      

    ARTICLE VII - Business Meeting

     Section 1
    In order to transact business at a Section meeting, at least 3 members must be present to constitute a quorum. (Art.III,Sec.10)

     Section 2
    Meetings of the Section Executive Committee ordinarily will be held monthly and will be called by the Section Chairperson or by a request of any three members of the Section Executive Committee. (Art.III,Sec.1)

     Section 3
    The Section shall hold at least five (5) technical meetings per year. (Art.VI,Sec.1)

     Section 4
    The Siouxland Signal, the Section newsletter, containing meeting information and any other pertinent information of the Section, shall be sent to all Section members at least ten (10) days prior to each meeting. The Section may send the Siouxland Signal to non-members or groups whenever necessary. (Art.VI,Sec.2)

     ARTICLE VIII - Finances
    (See financial procedures in Section 11.4 of Policy and Procedures.)

     Section 1
    All expenditures of Section funds must be approved by an authorized Section Officer; all other expenses shall have the approval of the Section Executive Committee before being paid. (Art.III,Sec.3)

     Section 2
    Without prior authorization of the IEEE Executive Committee, Section funds can be used only for normal operations of the Section. (Art.IV,Sec.3)

     Section 3
    The elected officers shall be authorized to draw funds, as approved by the Section Executive Committee. (Art.IV,Sec.1)

    Section 4
    There shall be no Section dues. Funds for emergency or extraordinary expenses may be provided by voluntary contribution from the membership of the Section. (Art.IV,Sec.1)

     Section 5
    An annual Auditing Committee, consisting of the Section Past Chairperson, Section Secretary/Treasurer, and two (2) other members from the Section Executive Committee appointed by Past Chairman shall review the Section Financial records at the end of the calendar year and aid the Secretary/Treasurer in preparing the Section annual rebate, meeting and officer confirmation forms. (Art.IV,Sec.5)

     ARTICLE IX - Amendments

     Section 1
    Proposals for amendments to these bylaws may originate in the Section Executive Committee or by a petition signed by 10 or more voting members.

     Section 2
    Amendments to or revocation of these bylaws shall be in accordance with the IEEE Bylaws.

     ARTICLE X - Purpose and Standards

     Section 1
    The Section shall have for its purpose the advancement of the theory and practice of electrical engineering, as pertaining to power, electronics, computer sciences, communications, allied branches of engineering and of the related arts and sciences. (Art.VII,Sec.1)

     Section 2
    The Section shall maintain high professional standards among its members, with special attention to such aims within the territory of the Section, all consonance with the IEEE Bylaws. (Art.VII,Sec.2)

    ENGINEERS WEEK PROCLAMATION

    In honor of the nation's engineering work force, President Clinton offered the following words about National Engineers Week 1997, celebrated Feb. 16-22.

    "In our rapidly changing world, we look to America's engineers for the creativity and innovation to meet the increasingly complex technological challenges that lie before us. With outstanding skill and vision, these dedicated professionals strive every day to improve the lives of all of our citizens.     IEEE-USA has released, as a resource for aspiring policy activists, THE ENGINEER'S GUIDE TO INFLUENCING PUBLIC POLICY. The GUIDE contains 12 informative chapters covering such topics as the "Washington Visit," arranging grass roots meetings, using the World Wide Web as a resource for activism, and "Seventeen Cardinal Rules for Dealing with Congress."     105TH CONGRESS WILL CHOOSE

    NEW TECH-POLICY LEADERS

    The 105th Congress will sport a new look in its tech-policy leadership when it convenes this month. Senate Commerce, Science and Transportation Committee Chairman Sen. Larry Pressler, R-S.D., was defeated in his re-election bid, while House Science Committee Chairman Rep. Robert S. Walker is retiring. Replacing them as chairmen of the two committees are Sen. Ted Stevens, R-Alaska, and Rep. James Sensenbrenner, R-Wis. On the Democratic side, Rep. George Brown, D-Calif., survived a very close election and will return as the House Committee's ranking minority member.
